Owosso building teardown drops debris on Main Street, knocks down light pole

Jackson-based Smalley Construction is demolishing the former Mowinski Financial Building at 800 W. Main St. in Owosso under a $164,440 contract with the Shiawassee County Land Bank, which handled bidding after the structure was declared dangerous in June 2025. During the July 27 teardown, debris fell onto Main Street and knocked down a light pole after the contractor opted not to close the state highway. Land bank officials say the contractor must remove debris and rebuild an adjacent wall, with work expected to finish by the end of next week.
